Both units are made by the same company, 4x8GB Samsung Bdie. The main differences lie in timing and frequency: one runs at 14-14-14-34 with 8.75ns timing and 3200Hz, the other at 17-17-17-37 with 8.50ns timing and 4000MHz. The slight variation in timing is minimal, only 0.25ns apart. People often choose the first option because it’s nearly identical in timing, yet it costs $150 more. Frequency still plays a role since higher MHz can affect performance, even with similar timing differences.

What coin is this? You don't need to pay that much extra. You could simply speed up the 3200 CL14 unit to match or exceed its performance, provided you have a strong CPU and board. If you're using an AMD system, you'd be slowing it down with the 4000MHz model, or you'd lose out on gains. Updated July 15, 2020 by Mateyyy

The real speed will vary based on how efficiently the RAM uses the maximum possible speed, which is influenced by your timing settings and delays. Both kits show almost the same delay, so their efficiency in using bandwidth will be comparable, around 90%. Therefore, the 4GHz model could achieve about 57.6GB/s and the 3.2GHz model around 47.08GB/s. In everyday use, the difference is likely minor, but the 4GHz option performs noticeably better.
