the distinction between those two kits is under 20 usd in the us, and you might be able to upgrade the 3200 kit to 4000 with a minor voltage adjustment if possible. therefore, the cl14 model seems like the best option.

The 4000mhz package stands out clearly. The key lies in CL 17 where this kit, with minor adjustments, can likely operate at 3200mhz on Cas12 or 14. Depending on the platform, it's wiser to keep 4000mhz in Intel, as this kit may easily surpass it. Higher memory frequency boosts bandwidth. Once latency stops being a concern and timing becomes simpler, the extra effort just adds complexity. A 3200mhz system might achieve 4000mhz in the right configuration, but it's less likely to hit the full potential of the 4000mhz design, possibly missing out on the same performance gains. An 800mhz (about 400mhz effective) gap is substantial even with timing differences.
