Yes, roughly 500kB equals around 4Mbps, which means you're likely experiencing very poor connectivity. It's not the best idea to restart the router unless you have to, since nothing else comes to mind at the moment.

I’ve restarted the router twice, but the laptop’s performance remains sluggish while other devices work normally. Could the laptop be faulty, or should I consider returning it?
