It's merely a computer, capable of running games. It might not be ideal, but it works. Definitely a gaming machine.

A gaming PC is quite a broad category. Your machine might handle some games at 1080p, though I question its ability to tackle titles like Battlefield 1 or Black Ops 4. It isn't considered a high-performance system by current standards, but it should suffice for basic tasks.

The person mentioned has an i5-4590, not an i5-3470. This setup uses Ryzen processors, which are quite different from the i5-3470. These three benchmarks are incorrect because they don't match the i5-3470, and each one features a distinct CPU. What I mean by inaccurate is that the results shown in those videos won't reflect what you'd get with your own processor.

It depends on the games you intend to play. For modern AAA titles, it might not be suitable. For older games and esports titles, it should work fine. What matters most is whether it fits your gaming goals, because "gaming PC" doesn't mean anything specific.
