The goal is to free up the reserved RAM space. There seems to be a lot available—about 5.5GB out of 8GB total. The standby RAM helps boost system speed and responsiveness when needed. When an app needs more memory, it reduces the standby amount for that process. If the display shows a full green bar, you should be worried. Check the bottom number in the screenshot: 8192mb installed.
