I own two Kingston 8GB Fury Beast 2400MHz RAM modules, totaling 16GB. When gaming, most of my RAM gets used and this causes FPS to drop.
1. Can I add another RAM stick, or is it always just 2 or 4 sticks (not 3)?
2. Can I combine 4000MHz RAM with 2400MHz RAM from the same brand? My Rog Strix Z370-E motherboard supports 4000MHz RAM.

Yes. You are able to proceed. However, dual channel operation is lost. Ram bandwidth is halved.
Yes. All ram will operate at the slowest speed supported by every module. Therefore, your 4000mhz ram will function at 2400mhz, assuming other modules support that frequency. Also, mixing modules with varying specs or from different kits might cause compatibility issues. They could work without problems, but may need manual adjustments to ram settings or could fail entirely.

You're allowed, but I wouldn't recommend it as it could hurt your performance. I'm not sure if RAM is the problem. Could you tell me which games you're playing and what your system specifications are?

Windows will utilize memory as needed.
Excess free memory is reserved for file system caching.
When an application needs it, the file system cache is released and given to that app.
Browsing the web while many tabs are active consumes significant memory too.

In Bios the value is 2400MHz.
CPUz in spd displays a maximum bandwidth of DDR4 3200 (1600 MHz).
CPUz in memory shows an uncore frequency of 4300 MHz.
Task manager under performance tab lists speed at 2933 MHz.

Can't you display a screenshot? You need to check CPU-Z, go to the memory section, and look at the DRAM frequency. Then multiply that value by 2 (because Double Data Rate). The Task Manager number should be the closest to the actual memory speed, though it might not always be accurate for detecting DRAM speed.
