My laptop runs an i5-7200u processor. Can I boost its performance using the CPU fan controller and a cooling fan placed under the device? Since I often use it while charging, the battery usage isn't an issue, but I'm concerned it might raise the temperature. Thanks!

Laptops require extremely precise manufacturing. This means you cannot increase their speed beyond the manufacturer's limits.

Despite all the cooling I have, I can still try different settings if something goes wrong. If everything is fine, I’ll increase the clock speed and lower the speed if needed. I’m aiming for a temperature cap around 75°C. People often try to cover their laptops, but my goal is to get some performance from the CPU.

Users enhance the performance of GPU components in their laptops, not the CPU. It's impossible to adjust this setting within the BIOS.

I'm wondering about the approach then. It seems highly unlikely your BIOS would permit altering the multiplier or base clock. While some older models may have lacked this restriction, modern devices with BGA ultra-low voltage processors typically support it.

The U stands for ultra low power consumption, which is mainly about saving energy. Some top CPUs could still be adjusted for higher performance.
I can share that cooling pads have limited impact on laptops. I tried three on my machine and they didn’t really help much.
