2: It could be beneficial to acquire a new or used PC priced between $300 and $700 just to learn. Disassemble it, reassemble it, and gradually build your understanding over time. There is no better alternative than having the actual product in front of you rather than only reading about it.
3: Seek out local junior colleges that offer courses where you can gain significant knowledge within a few months.
4: Attempt to find someone more experienced who can assist with assembly once you have selected the parts.
It's likely you can find a PC capable of 144, but a monitor at 144hz costs around $150
