I plan to assemble an atx pc with a 1100 euro budget. It will be used for playing games at 2k resolution and doing some photo editing. I don’t want to make many future upgrades, so I’m considering only SSD, RAM, or fans. The prices in Greece are similar to those in Germany and Italy.

Fairly similar options would be available. However, AM4 appears to be a limited path for DDR4 improvements, with few chances for CPU changes and likely no additional processors for that socket.
With AM5, future upgrades like faster CPUs and DDR5 are possible within a few years.

I wouldn't choose that PSU because of its future potential. It's unclear if AMD will switch to the ATX 3.0 12vHPWR connector, but Nvidia definitely does.

put up will be faster at gaming than the Zen4/AM5 build, as the 5800x3d CPU is faster in gaming. Now, this is not all games, but a high proportion.
As they pointed out though, no upgrade path for AM4, and the AM5 socket is now and for the next few years. With the newer tech you can simply swap out processors further down the line, for more performance.
Both recommended builds are very strong.
