9800X3D could be released soon, or whatever AMD comes up with after Zen 5. I wouldn't be surprised by a June announcement and Q3 availability.
5700X remains a solid budget option at the moment. However, that might just be planned obsolescence. It makes more sense to invest now so you have more options when you upgrade your whole system later.
Justifying an Intel build right now isn't easy. 12th gen chips are affordable, but the only available upgrades are already there. My strategy is to wait for a 14th gen chip and use my current DDR4 and motherboard for a few more years.

Consider Teamgroup for System Memory and Storage options. They offer solid choices, though they aren't the most well-known brand. You might also keep the stock AMD CPU cooler. There are also more affordable cases available, though the price difference isn't significant.
