Hdd? That looks like a lot of activity on my laptop—it usually takes around 10 seconds, especially with an SSD.
Windows power-off & restart with quick boot = Desktop loads in under 20 seconds, RAM disks retain data from the last session even after shutdown, Windows restarts fast despite FastBoot being off, RAM disks appear empty. Are you running on a hard drive? Defragment and use Disk Cleanup. If using an SSD this could be concerning.

I’m not sure how Windows swaps system files during upgrades, but a corrupt file might be causing delays while you type. Try running "sfc /scannow" to help verify the installation files.
