I'm curious about the typical FPS I can get in RDR2.

Taking into account their suggestion of 8 thread cpus, I would anticipate some problems with your quad core i5, similar to many current games that require more than 4 cores, unless you're expected to perform well at a medium level. This is based on the assumption that it's a decent port.

Above 30fps at 1080p works well with medium-high settings. It might be worth upgrading to an R5 1600/2600 plus a board featuring 3500/4500 and 16Gb RAM clocked over 3000mhz. Costs are decreasing steadily for these components.

It's accurate—if the connection is poor, it doesn't care about the gear you use. Yes, it will have trouble, and even with a single-core setup, it's still a low IPC by current standards. We lowered the settings to hit around 60 FPS if the port is decent.

20-35 fps with stuttering. Adding an 8GB RAM stick can achieve 20-35 fps without stuttering.

I plan to handle 8 threads across 4, adjusting for the tougher parts.
Current matches seem solid at Medium-Low levels against older titles.
So...to my view...
8threads, 2ndGen+
Require a minimum of 3GB VRAM GPU...
A locked i7 2600 or 3770 would be an extremely budget-friendly setup for running it smoothly.
I wouldn't go for the absolute cheapest, but just a bit better than that.
