Hello everyone !
I've done a hardware update in my build! Swapped the GPU for an RX 580 with 8GB RAM!
Now the main issue is that my CPU is limiting performance, around 30%.
Therefore, I need to upgrade my CPU as well! I'll share a new topic about it.

I have found a way to proceed.
I plan to switch from the i5 to a third-generation Xeon later this week.
The model is an e3 1240 V2, which is a solid CPU and should work well with the GPU.

The PC port of this game shows some unusual problems with lower thread CPUs and significant stuttering. I can't run it on an i5-4690k, and surprisingly, boosting graphics settings is the only way to improve performance. So I’d definitely recommend replacing the CPU. I plan to switch to a Ryzen soon so I can actually play this game, as I don’t believe any fixes for these CPU issues will come soon. (If you want more info on how games behave with different CPUs, Gamers Nexus recently covered it in a video)

It seems like you're suggesting that with lower to medium adjustments, a consistent 30 frames per second performance should be achievable.

The CPU will restrict performance a lot. More RAM would help as well. A low-medium setting might work too. The game seems well-optimized.

you should modify your graphical configurations, lower the resolution settings, and set all effects to minimal levels in both standard and advanced sections. if you're okay with a slightly grainy appearance, it should work. it seems even a modest 2 core 4 thread Athlon 3000G APU can handle it with some overclocking. additionally, if you prefer budget-friendly options, look into this alternative
