They are here now. Currently there are 1300 active users on PC, with a high of 2800 in the last 24 hours. The busy times often occur in the incorrect country. http://bfhstats.com/

BF4 PC offers a huge variety of maps, modes, weapons, servers, players, and features. It seems to be even more impressive than the PS4 version.

Hardline struggled significantly on PC but retains a solid console following. BF4 seems to work better across platforms. The game avoids faction-specific weapon upgrades, focusing instead on general distinctiveness and a tougher theme. Each faction shares the same weapon unlock path. BF4 offers more content and larger maps, with a stronger emphasis on vehicle combat—though you should weigh those aspects against your preferences.
