Turn off V-sync when it is active.
You might also attempt to disable the Origin In-Game-Overlay (similar applies for Steam in-game overlays that aren't needed, though they can be resource-heavy).

It's actually straightforward to reach the maximum in Battlefield 1 with a 980ti and the current configurations are up to date.
Various games respond uniquely to overclocking, so it's best to reduce the settings slightly.

In AMD Radeon Relive, go to the menu > Relive off – only enable it for recording or capturing gameplay.
This works very well.
A note for streamers: OBS won’t function properly with DirectX 12.
