What exactly are you asking about? Both boards support Zen 3, but what about the budget? Are there restrictions on these options? What are their prices? Also, what’s the location and currency? Even if you reach 2000 on the FCLK and 4000 on the RAM, you’ll face a performance drop of two to one. A 3200 cl14/16 setup or a 3600 cl16 kit would be better.

the clock frequency determines the speed of the connections. reaching 2000 on the clock and using the RAM at 4000 will give you a performance boost of two to one, but this might slow things down. you can still use this board if the cost isn't too high and you adjust the clock speed and timing. however, could you share your budget? and what do these prices actually represent? based on what I understand, the B550 Strix F is a solid choice—it uses 12 silicon gates and offers a generally good build.

Many Zen 2 chips can't reach 2000 FCLK, but you can simply lower the frequency and adjust the timing. If you're stuck with just these two options, the Strix F is still a good choice.
