If clearing the CMOS didn't resolve the issue, try shorting the clear CMOS jumpers and see if it helps. If not, there are no further options left.

I got into the bios with 1 stick. Is there anything I could to? Should I set the cpu offset back to 50mV?

Press the BIOS menu button and restore it to the standard settings. Then attempt again.

Brother, you're good to start testing. Since your system is booting into Windows with a 2400MHz clock at 1.3V and a 50mV offset, it's stable. You can definitely try swapping the RAM sticks to see if performance improves or if there are any issues.
