Usual Asus applications such as Armory Crate, Myasus, McAfee, and GeForce Experience are unfamiliar with the current state of my laptop. I had high hopes but now feel disappointed after investing $1500.

Chrome uses about 3% of my 5600X, which is similar to your 5900HX in performance. I expected around 5% load for me, but it's much higher—55%. There are individuals who can handle technical partitions of HDD/SSD, but they cannot read or interact with them normally. Still, it is possible to reinstall Windows. First, try accessing the BIOS and check if any cores are simply disabled.
