LLC medium, -30mV offset, scalar 2x or 3x, 130 PPT. Stay calm and let it handle itself. No need for the CPU to match every other CPU's speed. A bit slower but more reliable is preferable. Watch the SOC voltage and keep it in check.
Settings appear consistent with your expectations. If you aim for closer to 4.2ghz, check PBO multipliers in the settings menu.
Increase power output and observe voltage behavior under stress. Fine-tune LLC and/or scalar settings to maintain stable voltage during load changes.
