It's better to invest in newer generations rather than sticking with older ones, especially since K versions often reach higher speeds.
The z490-p is the most affordable suitable board for this project and it's definitely worth the investment. If you're on a tighter budget, the k SKU or the z series board A 10400/10600 wouldn't be too bad, but I still recommend opting for a more budget-friendly choice.
I believe cores is the direction to go, OC can't replace that. I went with trusting myself! XD (almost broke the Athlon X4 880K). The thought was more cores would help over time (worked with FX) and AMD choices are complicated because getting a high-end board or another Wi-Fi card seems like a waste. Now I have two extra PCI-based Wi-Fi cards, which is even worse! XD (I can also use the 212 Evo on the Intel chip)
The stock cooler is sufficient, and you can easily sell it along with the PCI card.
