If your internet connection isn't strong enough, you'll be limited by download speed, ping time, and upload speed. That's the way it works.

Arma 3 demands significant processing power due to numerous calculations. Factors like wind, intricate AI, player positions, and ballistics all contribute. Overwatch appears to handle much less work, especially when dealing with 10 players versus up to 80 in some scenarios, particularly with destructible environments.

It doesn't seem like upgrading speed alone will resolve the problem. The issue might require a different solution.

Your 90 Mbps download speed is more than enough for gaming, but the upload isn't great either. Based on what you mentioned, you might be able to hit over 70 frames per second in Overwatch, though the reason for lower frame rates in Arma 3 seems to be the heavy calculations involved. Even at 70 fps in Overwatch, it's not considered low, and the gap between your performance and mine could stem from your internet connection or the fact that you're using a 4790k that might slow things down a bit more. I'm not sure and I'm too tired to dig deeper right now—I'm planning to rest after this. If you need more details, just let me know when you're ready.

The 3mbps upload speed won’t be the main problem—relax. Does playing solo match up with playing multiple players? Are all the servers you use the same as the ones you play on?

In Overwatch adjust the resolution scale to 100% and ensure the FPS slider isn't set too low. Using default graphics can push the scale higher than needed, which hurts performance. In Arma, as mentioned before, if the server is struggling, your game speed will drop too. It might mean you're playing on servers that aren't running well.
