Stuttering generally stems from a brief shortage of a vital component.
Commonly cpu.
What is your cooling configuration?
You might experience occasional thermal throttling events.
Check Hwmonitor and examine the highest individual core temperatures.
If you notice 100°C marked in red, it indicates temporary throttling.
Consider lowering your maximum CPU utilization from 100% to 99% in Windows Power Management.

I'm using a 360rad AIO. While gaming, I haven't noticed any thermal throttling, and the games don't all stutter equally anymore, though they still do occasionally. I feel like I should have zero stutter in games, but I'm not sure if that's realistic. It's not like major stutters, just a quick microstutter, which I'm now very sensitive to. I think I experience a stutter every minute.

These are similar to them. Like brief interruptions. Let me know if it’s typical?
Thanks all!

It seems you're operating at maximum configurations.
The initial one was hard to detect.
The second became clear.
This might result from high frame rates; the graphics card sends frame 47 for this one and then sends 50 afterward because it just completed, discarding the previous two in the buffer. Fast-moving objects seem to speed up, causing lag or microstutter.
Perception of lag can vary with frame rate and monitor refresh rate.
Reducing pre-rendered frames may alleviate the issue.
Three occurrences often occur with high draw distance settings.
Your jump exposed more of the distant landscape/map.
If assets like trees, grass, shrubs, buildings, or water elements aren't in the video card's memory, it likely stems from system memory. If missing from system memory, it probably comes from the hard drive/SSD/NVME to system memory, then to video memory and finally to the monitor.

Thanks for the reply.
What are your thoughts? Is everything working fine with the rig? Am I using high settings?
Could you suggest ways to prevent those stutters? I wasn’t expecting AC Odyssey to have issues with a 4090 when it’s an older game.
When you mention lowering ore rendered frames, could you clarify what you mean? How can I do this? Since there’s no pre-rendered frame option in NCP, the only alternative is using Low latency mode, which is now enabled as ultra.
Cheers

Also, when I attempt to play games at lower settings, the stutter becomes more noticeable.

It looks like your CPU performance has changed significantly, dropping from 2% to 0. Please share some images of your advanced BIOS settings so I can see the current CPU configuration. If you're comfortable, also upload a screenshot of the CPU usage while gaming using Gpuz HWMonitor. (All threads)

I encountered the same problem with 13700 and 12700.
Thanks

There is nothing unusual about it. Did you run cinebench to check your performance?

I have a high score too, nothing looked off. I also tried a 240hz 1440p version and the same problem appeared even at high frames. I think it might just be related to the games now. I’ve rebuilt it with new parts three times and changed every component. Nothing will work 🤣 The only thing in common is these games, but I’m not sure how often they should stutter on a 4090 and 13900. I was hoping it would never happen, but maybe I’m mistaken.
