Standard BIOS settings are usually fine to retain. Temperatures when idle shouldn't exceed the 60s range; this could mean the BIOS is altered or the cooler isn't properly secured.

Some Asus boards may behave differently. The voltage should stay around 1.5v or higher. There’s an overvolting problem reported with these boards. @ElectricityGoBZT reviewed your BIOS and found no SVID behavior feature. In advanced mode, adjust the core voltage to 1.30v manually, restart Windows, and verify the readings. On this unit, the Asus Performance Enhancement setting might be contributing to the issue—consider turning it off temporarily. Also check the AI Tweaker settings.

Normal transients can drop to 1.5 volts, while typical operation should maintain around 1.3-1.4 volts. If the system overheats, it may indicate a more serious problem.

Changed settings to BIOS default, verified cooler installation, removed plastic from the cooler. Follow these steps carefully. Any issues during this process are covered by warranty. If you handle voltages and damage your chip, you won’t be covered.

It's not just a guess. Check all discussions about overheating in 13th gen Asus boards and chips drawing near to 1.5vcore—this hasn't been a normal operating range since manufacturing began around 28nm. Definitely not the expected behavior for the chip at standard settings. The best CPU-Z benchmark run was achieved with a 13700 at 1.53v: https://wccftech.com/intel-core-i7-13700...cpu-z/amp/

I checked some articles and confirmed that manually adjusting the OC can be safe around 1.3. Your article doesn’t appear to be specific to Asus, but the measurements seem to vary based on the software used.
