I found this question confusing. With a 1650 super, why should I ask about frame rates if I already have GTA V? Just run the game and see what speed you get—then you’ll know for sure. Also, your performance isn’t just about your GPU, so it would be really tough for us to give an accurate estimate; testing yourself would be much better.

I receive numbers between 64 and 78 first. To be clear, I'm an Arab with a British accent. Right now I'm in Turkey on a trip and bought a monitor there because it's cheaper and of better quality. I plan to come back in about a month or so. Will it reach at least 110?

The monitor operates at 144Hz, yet achieving 144 fps in GTA V with a GTX 1650 Super is unlikely. At 1080p Ultra resolution, expect roughly 90-120 fps. For 1440p, aim for 70-90 fps. Reducing settings improves performance. Regarding crashes in FiveM, I’m uncertain. Are your Windows and drivers current? When it crashes, does the game terminate or does the system halt completely?
