If anyone appeared confused about understanding each other's posts, it makes sense the author would mention English isn't their first language. Accent isn't important here, and it's unlikely they actually speak English with a distinct accent.

The language you're using might be challenging for someone unfamiliar with it. It seems the person asking probably meant "dialect" instead of "accent." These concepts are quite similar. If speaking in a second language and you feel your accent matters in your community, you'll likely bring it up.

Generally, this tends to apply more to those who studied in England rather than those who learned it solely from a teacher. It's similar to how some people develop a regional accent by growing up around native speakers.
