If things are only mildly hot, then your readings might be inflated. At 90°C you’d probably feel the hose getting warm too. On a custom loop, a 240mm fan with a 50mm radius will bring the water down to around 43°C after it’s fully heated. That should ease CPU strain compared to running the 3900x at 1.38v with a 4.6GHz all-core processor. I’m confident a 240 can manage your CPU just fine.
I believe the mobile device is drawing excessive voltage during idle, and it would be better to adjust the BIOS settings.
The idle speed at 40°C is normal and reaching 80°C during games is also acceptable. I think it fluctuates rather than staying constant. My setup uses a 3800x Asus x570 TUF with an X570 NZXT Kraken and an X62 IDLE temps around 40°C for web browsing and background apps. When background processes are off, it drops to about mid-30s. In gaming, I see it spike to around 80°C briefly, usually for a short time. I skip synthetic tests since they don’t reflect real conditions. Before the latest AMD chipset update, temperatures would jump unpredictably when the system wasn’t busy. Since then, performance has improved, though it still tends to peak in the mid-50s and occasionally hit 80°C for a few seconds.
You're using a B450 tomahawk with a Ryzen 3600, maintaining stable idle temps around 40°C. Gaming peaks at 60°C, dropping to 70 when underload is applied, then fans kick in and bring it down to 50. Rendering stays at 54°C, which seems normal given the new Ryzen design. If both coolers reach 92°C and 80°C, consider reapplying thermal paste and checking fan speeds. I'm not very familiar with BIOS or fans, but if an auto option exists, enable it. It might seem odd, but the GPU load could be higher than the CPU, possibly due to airflow or VRM issues. Try touching the VRM to see if it's hot—if so, it's likely functioning properly.
