Do you have an OC for AOD or BIOS?
I'm using AOD, but if BIOS lets me hit 4.5GHz stability, I'm all in.

Only by trying will you find out, but it's still more trustworthy. Adjust the settings for your optimal outcome with AOD and repeat them in BIOS. That should be a solid beginning.
Ensure all settings are configured in BIOS matching the configuration in AOD.
What additional devices are connected, primarily using the GPU? In any case, the insufficient PSU would only cause instability and would not prevent the BIOS from making any adjustments.

It should be sufficient. Even though it marks it red, it still functions properly. My BIOS also highlights certain issues in red, yet everything operates as intended. Also verify if your BIOS includes LLC (Load Line Calibration) to adjust voltages accordingly.
