I intend to assemble my PC around October or November. I remember GTA V wasn’t playable on the RX 480, so I’m curious whether AMD or Rockstar will release updates or fixes. I’m asking because I believe I’ll purchase GTA V for PC once I build it, even though I first owned it for my 360 and then for my PS4. I think I might get it again for PC mainly due to its adaptability—PC versions look almost identical to current consoles, but PC mods add some interesting features.
Is there an issue? A 380 might survive, but a 480 could cause damage.

I believe you're referring to the stuttering issue. It seemed to be resolved with drivers 16.7.1, though it might have been caused by the 480. Stuttering can happen with any card unless the game restarts.
Issue occurred with version 16.6.2, resolved in 16.7.1 around the 7:20 point. GTA5 functionality was affected.
From the reviews, the RX 480 with GTA V felt a bit sluggish. There were noticeable differences and improved frame rates. Better control options seemed to matter more. Controls can be quite personal. Since I mostly play on consoles, I tend to find controllers more intuitive in many titles. Rainbow Six Siege didn’t fit that pattern. However, keyboard controls might actually feel a bit smoother at times. Overall, it’s still unclear what to expect.
