Install the Windows 10 1703 or 1709 ISO files from a compatible source and place them in a public directory such as C:\Users\Public\Documents. Disable the Windows Update service via Services.msc, set wuauserv to disabled, then stop it. Remove the C:\Windows\SoftwareDistribution folder. Generate a new admin account temporarily without logging in. Restart your computer, log in with the new account, re-enable Windows Update, and attempt the upgrade straight from the ISO. Avoid using WU during this process. This approach reduces chances of configuration errors tied to user accounts or installed software. If unsuccessful, share your setuperr.log file for further analysis.
