I think it's typical when the system isn't under pressure. However, after running a stress test on that chip, I believe the vcore should settle to the expected value according to the BIOS. Since I don’t have direct experience, I’m curious what others have observed.

even in that scenario with OCCT which is a 100% load using AVX2 I'm still seeing 1.3-1.35v which is significantly higher than the 1.2v specified in the bios. This is just very out of the ordinary from what I'm used to on team blue. I'd love to know if this is normal, or potentially a bug with the F30 bios?

Short bursts at 1.49 are fine, but longer runs at that level raise concerns. Adjusting stock parameters can always be made better. Reducing the voltage in BIOS might boost performance and cooling.

The BIOS is configured for 1.2v, while in Windows the CPU typically operates between 1.43 and 1.45v

It's typical when the system isn't under a strong multi-core workload. Idle and single-core performance tends to rise significantly compared to all cores, which is normal. Don't stress about it.

Yes, that's typical. The vcore usually runs a bit higher—around .1 to .15 volts—when the system is fully loaded.
