I can reach the security section in every other folder, modify users and manage their permissions. However, when I open download folders, it displays the same information as shown in the attached image.

You don’t need to reinstall Windows. Just fix the data to its original state, and it should work again.

Run the command in cmd to check the system. Even if it seems normal, full admin access might be missing due to restrictions. If the Linux USB works for restoring files, organize your downloads there and set it as your default. For a fresh start, consider these steps: DISM /online /cleanup-image /checkhealth DISM /online /cleanup-image /scanhealth DISM /online /cleanup-image /restorehealth

How much you explore the registry is up to you. Launch Regedit, search for those two entries, and verify their positions under DATA on the right. If they’re misplaced, adjust them accordingly.
