Power supply rated at 90W. Optimize with a lighter OS. Activate Cortex:Game Boost for performance. Disable antivirus software. Reduce system settings. Apply a minimal texture pack if available. Relocate to Antarctica to avoid thermal throttling. Enjoy a cup of tea and be patient.

He’d need to play outside at Birdsville for a 35w Celeron to hit thermal throttling. Try reducing the game settings, GMod will work fine at 720 or even 640x480. You can’t demand too much from your built-in graphics.
