Yes, tearing happens when the frame rate stays at or drops below 30 FPS.
Viewing on a 42-inch TV in a living room is acceptable for 720p content, but smaller screens like 27 inches cause a noticeable drop in quality.
I never use the Windowed mode unless it's set to Fullscreen. The borders really bother me.
I suppose I’m always near my screens. I can’t imagine having a bigger screen than 32 inches, especially in a small space. Also, I don’t like playing games from far away.
1080p doesn’t look great on that setup either. My HDCP is connected to a 32-inch TV in my bedroom, and even at six feet away it appears poor quality. Probably because I’m accustomed to watching with my nose close to a 4K screen, which is why seeing pixels feels natural to me.

Six feet away from the screen offers a comfortable viewing experience, 1080p resolution works well at a reasonable distance, and pixel visibility is virtually nonexistent.
