I understand you're not constrained by the CPU, that was just a debate. Disregard that. Doing so could be worthwhile to attempt.

The problem was I occasionally got around 40 frames per second while playing helldivers 2, even when using medium settings on 1080p, and a 4070 should not be having trouble with that

I believe I resolved it by switching the PCIex16_1 setting in BIOS from [Auto] to [Gen 3]. Now I’m getting 90 fps on high in Helldivers 2.
