Did you completely clear all your system drives? If not, I recommend backing up your essential files, scanning them with VirusTotal, and then completely reformatting all disks—avoiding a quick format to prevent reinfection from infected files on different SSDs or hard drives.
A format and reinstall is a last resort, this could still just be a simple driver/software fix that doesn't require a format and reinstall. We've already ruled out a cryptominer virus. I'd advise against going this route until we do some more troubleshooting.

This indicates you now possess four RAM sticks. Was this installation simultaneous with the new GPU? Also, does your GPU utilize a riser cable or is it directly linked to the motherboard?
Describe the specific performance problems you're experiencing. Are they related to gaming? If yes, which games are affected? What resolution and settings are you using? What frame rate are you seeing on the 4070? How does this compare to the 2070S? If you revert the card back to the 2070S, does performance improve?
