Consider using the Windows balanced power setting so your CPU slows down under light use. It’s unnecessary to worry about it while the machine is on—saving energy isn’t that significant.

You can turn it off by disabling Precision Boost Overdrive (if it’s on), switching to Eco-Mode, or choosing the balanced power plan in Windows. Let it stay active until you decide to boost performance, as it will only enhance speed temporarily.

Check for Ryzen updates and the latest AMD chipset. Apply the Ryzen Balance power plan for the Ryzen 3000. Adjust the minimum CPU power in the Ryzen Balance Power Plan to 5%.

I only see the bio version 1405 available. Your chipset drivers were recently updated. On startup you have iCue, Logitech Game Software, Nvidia GeForce, Rainmeter, and it seems that’s all. It looks like a fresh Windows install with a clean setup.

Turn off Rainmeter and test one startup at a time to identify what stops your CPU from downclocking during idle. Restore BIOS settings to the original configuration and allow only RAM XMP to be enabled. What type of motherboard are you using? Does Ryzen Master display your CPU downclocking in idle mode?
