For an Intel system, choose the 32GB package. You might reach around 3600MHz if you're targeting Cl18 Ryzen, but if it's not Ryzen, you won't miss out much.

I should opt for 32GB and fill all four DIMMs with 4x8GB modules running at 3200MHz CL16. On the ROG forum I read that X Hero gains from having all four DIMMs active thanks to its MC design.

Regardless of the motherboard you choose, Ryzen remains simpler for timing and overclocking with just two sticks. It’s just the way it is.
