I located it. My BIOS includes a "Performance Enhancer" feature that boosts power limits and bypasses locked PLs. With this enabled and C3 active, idle temperatures stay around 35-40°C (occasionally spike to 60°C temporarily) while load temps hit 70-82°C. Is this acceptable? You’d need to either reach 70-85°C, avoid throttling, target 4.7GHz for better FPS, or settle for 60-65°C with reduced performance. Your cooling system seems inadequate—recently using BF V caused temps to climb to 85-92°C, and XTU now shows "Package Temperature" readings.
Temperatures below 100°C are considered safe for operation. This is why Intel has maintained a thermal throttling threshold at 100°C for most of their CPUs since the Core i launch in 2008.
