Hey there, I just got a 10600k and a small BeQuiet cooler. I wanted to check how hot things would get, but then I realized my turbo only lasts about five seconds. I ended up buying a better cooler, but it didn’t make much difference. Could it be that my ASRock H470M-HDV/M.2 isn’t providing enough power to the CPU? What are the processor temperatures when under stress? If they rise significantly, it’s clear the cores are reducing their performance.

You misunderstood the cooler's TDP—it's still more than enough for a 10600, leaving plenty of headroom.
