It's common for high CPU usage when the system is idle since only a single core runs at a slow pace. I looked into one of my computers and found Task Manager showing 15-20% CPU during idle time, but it dropped to just 0.5-2% when another task activated it.

Maybe your CPU is overheating. Could you share the current temperatures? Just for reference, resources like ICIU shouldn’t demand too many, and Chrome should not be suspended either—there’s definitely an issue here. I think we need more details, and please send full screenshots instead of these small images. None of this should be consuming so much CPU.

Compare it to your usual use of similar programs; it doesn’t seem like unnecessary bloat. It’s more likely overheating, unusual settings, possible overclocking issues, or probably malware. I’d suggest performing a full malware scan with a rootkit check on all connected drives right away. How does that work? What antivirus are you currently using?

When operating above 4GHz with full usage, it suggests possible malware in Chrome. It shouldn’t consume just half of a 5800x even at its base frequency. Reviewing your Chrome extensions would be a good next step.
