It might be that the bios displays temperature in Fahrenheit. Since 40°C equals 104°F, that’s a reasonable conversion.

You've confirmed the CPU is throttled severely, which explains the misleading temperature reading despite the actual performance being low. The R9 5900HS is indeed running at a reduced clock speed under heavy load.
