Hey, I see the issue. The BIOS shows normal temps—110°C CPU and 300 RPM fan—but your hardware info says 40°C on both CPU and GPU at full speed. That’s unusual since the laptop should be warm after being on for over 30 minutes. You might need to check if the fans are actually running at their rated speeds or if there’s a cooling issue. It might be that the bios displays temperature in Fahrenheit. Since 40°C equals 104°F, that’s a reasonable conversion.

You've confirmed the CPU is throttled severely, which explains the misleading temperature reading despite the actual performance being low. The R9 5900HS is indeed running at a reduced clock speed under heavy load.
