This problem has been ongoing for some time. Each time I press the power button, the machine turns on and off briefly, only the PSU and CPU fans spinning a bit. It isn’t related to the PSU—I’ve swapped in a different one and it still fails. The CPU isn’t the issue either; other CPUs worked fine before. I’ve tested turning everything on except the motherboard, CPU, RAM, and PSU, but the same flickering persists. Resetting the BIOS by removing the battery or shorting the CMOS pins hasn’t helped much. Occasionally, if I leave it on for a while, it stays on for a few seconds before shutting down repeatedly in half a second. Sometimes when it keeps toggling, it randomly boots up and the hard drive powers on loudly, only to die again and restart. I’ve tried everything possible and still don’t know what to do. It looks like some sort of protection is being triggered. Odds are there's a short somewhere in the system, and that's causing it to shut off immediately. To eliminate something on the case causing an issues, take the board out and try to test it on a cardboard box. Case could've been banged and the motherboard tray bent just enough to short something on the back of the board, and thus you have an issue. If that doesn't fix it, I'd assume a dead motherboard, and unless have a multimeter and can try to find the short yourself, it's probably time to get a replacement. That said, if you have more RAM, it might be worth trying that, just because it's the only thing you haven't tried swapping besides the motherboard. I highly doubt it's the issue, but I've been wrong before.
