You might face compatibility issues with the Z590 motherboard and could benefit from upgrading to a Z490 instead. The setup should work fine with the Samsung 970 2TB NVME RTX 3090FE and a 10GB NIC.

Opt for the Z590 setup. It includes a newer motherboard and chipset.

Z590 performs well based on personal use. Typically you may lose access to the main M.2 port since it's designed for the 11th gen PCIe4 interface. Still, I recommend Z590 because it offers higher quality than Z490. One of the most affordable yet solid options is the Gigabyte Z590 UD, which provides excellent thermal management.

You're focusing on cost and performance trade-offs. It seems the 10900k isn't meeting your needs, and a higher-end model like the 11900k doesn't seem appealing either due to its weaker CPU. Considering AMD could offer better value or deals.

You should be able to use the secondary M2 slot and reach the maximum capacity of a Samsung 970 EVO.

Yes, the additional chipset-based M.2 PCIe 3 slots function properly

For reference, I'm using an i9-10900KF with a Gigabyte Z590 Aorus Elite AX. The top slot isn't working, but I have two other slots. One has an ADATA SX8200 1TB drive. Before picking a motherboard, check the feature list and VRM cooling performance in the video I shared.

I don’t really like AMD; my main focus is gaming, especially Warzone. I usually stick to Intel when paired with an Nvidia GPU. I’ve heard about odd problems with Ryzen/3 series cards and Warzone—like low frame rates, bugs, and dropped frames in specific areas when using those cards.

They seem to focus on the chipset lanes rather than the CPU, curious about boosting NVMe performance.
