In the pictures… That black rectangle is paired with those small shiny metal parts next to it. Are the tiny metal components delicate? I accidentally damaged them with my nails really hard… (I didn’t take them off earlier.)
The chip below the fan header? If you don't cause visible physical damage it will be fine.

For technical details, it’s likely an 8-pin TQPF integrated circuit—possibly the Nuvoton NCT7718W, a temperature control part. The brand is visible on the chip, and its size fits well on the motherboard where it should be placed.
I'm not sure about that electrical hum, but I wouldn't attribute it to dragging your nail on metal surfaces. Verify the power cord is securely connected to your device's power source.
