In the pictures… That black rectangle is paired with those small shiny metal parts next to it. Are the tiny metal components delicate? I accidentally damaged them with my nails really hard… (I didn’t take them off earlier.)

The chip below the fan header? If you don't cause visible physical damage it will be fine.

I'm not sure about that electrical hum, but I wouldn't attribute it to dragging your nail on metal surfaces. Verify the power cord is securely connected to your device's power source.

It turns out the zappy sounds came from the fan's 4 pins cable touching the fan itself

The metal supports are connected to the black chip and then attached to the board. The chip remains firmly held without being directly bonded to the board. There are chips with soldered legs that also include the chip itself, known as 'VQFN' chips—though they look distinct: the front and back of a typical VQFN chip, for instance. This version features metal legs on all sides, almost hidden from view, plus a prominent central metal section soldered onto the board. The Z490 motherboard uses a TQFP design, which lacks this middle solder pad found in other formats.
