It's probable that during testing or monitoring, they encountered an issue. Typically, setting it to 1080 would reveal the problem yourself. If not, choosing the next HD option won't reduce the resolution. Thus, the issue might be short-lived.

It might have been a brief issue with page loading affecting bandwidth. Probably more related to cost savings, as it reduces the amount they need to upload.

They need to push you toward YouTube Premium somehow....
(But indeed, as previously mentioned, if at any stage in the process—whether from the ISP or YouTube itself—there’s a brief hiccup, the quality will decline to maintain the stream.)
