my system has a separate dedicated GPU, and in the BIOS I’ve disabled the built-in GPU when the dedicated one is found. I’m not sure if they run together at once unless I’m mistaken.

4K files will require a significant amount of time to download. However, I have 1080p trailers working in fullscreen with VLC. When idle, the CPU usage is around 20%, but it rises to 35% while playing these trailers, yet the GPU remains minimal (<10%). The playback feels very smooth. During gaming sessions with titles like BF4, Witcher 2, CSGO, etc., the GPU stays at 99% with high frame rates, which is typical. Yet, the videos seem to avoid using my GPU entirely, relying only on the CPU. Don’t worry, this isn’t unusual.

Using Chrome may activate GPU rastering. This should resolve the issue? Check chrome://flags to turn it on.

It wasn't limited to YouTube or web browsers—I discovered that even VLC and media players were affected. Videos played smoothly, but the GPU was not utilizing it, which is unusual.

GPU seems unrelated to the issue. The problem appears only after downloading and playing, not during GPU usage. Consider reinstalling a new OS and removing Chrome before trying again. Update Flash as well.
