It doesn't seem to be 60 FPS as I see it. It looks like YouTube isn't fully supporting it just yet—maybe only a handful of videos are approved during testing.

Clicking right on the clip and selecting "stats for nerds" displays the frame count. Your average was 29.96 frames per second.
