I experienced two monitors—one displaying my game (theHunter: Call of the Wild) and another with a YouTube video. Whenever I switch between them while a video plays, performance drops drastically. I've limited my FPS to help, but the issue remains. I use Brave and tested Microsoft Edge as well, yet it persists. Have others encountered this problem, and is there a solution available?

I just rebooted my PC to verify it didn’t resolve the problem, and now it’s fixed... haha

You have 32 GB of memory, an AMD Ryzen 5 2600 processor, and a GTX 1070 graphics card.
