Hello everyone
I haven't put together a PC in many years.
The one I have now is from 2018.
Since I enjoy playing RPG games such as Fallout, Cyberpunk, and Skyrim, I was considering this idea:

I thought someone might have noticed avoidable mistakes, like the advice to get a PCI 5.0 supporting motherboard, which led me away from the B650.
I don't believe CPU(9800X3D) offers good value, though it's ultimately up to you.

I think the XFX Swift Radeon RX 9070 XT 16 GB Video Card is a bit more expensive. Also, you mentioned using an A5500, which doesn't support PCIe 5—could be a problem later on? Or maybe it's not that important.
Not too bad, I think adding another 1TB or 500GB drive for the OS and programs would be better instead of running games from the OS drive. Also, consider a shorter memory size—42mm tall, around 44mm should work just fine, just raise the fan a bit. With that cooler and motherboard, you probably won’t see much memory anyway. This is the board with that cooler. https://pcpartpicker.com/b/mBfPxr
Not exactly what I’d choose, but it’s about the appearance that counts.
The 9800x3d offers good value. It supports better 1% lows and is quicker than the 9700x for non-gaming tasks. The additional RAM won’t fit with the cooler, and it seems too costly. The case is decent, but the mesh side panel hides other white parts. Consider pairing it with a 1TB SSD for operating systems and programs, plus a 2TB SSD for gaming.

I can ask about the motherboard. You suggested the B850. I’m not very familiar with this, but some forums mentioned people saying "that’s not PCIe 5..." while having a PCIe 5 GPU. Shouldn’t it be worth paying an extra $50 for a next-gen motherboard to support it? Does that make sense?
SLOTS:
- 1 x PCIe 5.0 x16 Slot (PCIE1), supports x16 mode
XFX VS ASROCK - personal choice matters here. I prefer the appearance of the XFX card, and it appears to offer a more robust cooling system based on its size. Asrock could still be better if the heatsink is smaller. However, you should conduct your own research and make your own decision.
Gen 5 isn't essential right now. The GPU could be included, but a 5090 won't fully utilize a 4.0 bus. Still, this board supports Gen 5 for the GPU and has a top M.2 slot.
9800X3D isn't significantly faster than 9700x, making the price difference not worth it.
A 10% improvement in gaming with an RTX 4090 is minimal and doesn't justify the cost.
Average performance drops are almost identical.
Upgrading to a more powerful graphics card like the RTX 5080 instead of a more expensive processor would be a better choice, particularly for gaming at high resolutions or 4K.
The expensive memory is overpriced—you can afford a 2x24GB 6000MHz/CL30 memory kit at that price.
The only modification I noticed is the RAM. Seek a low-profile RAM to ensure the heatsinks don't block the dual tower CPU cooler.
